Abbas to Develop 3-stage Plan for Independent Palestinian Statehood

According to the Palestinian News Network (PNN), Palestinian sources have confirmed that President Mahmoud Abbas has set into action a plan comprised of 3 stages, with the aim of reaching an independent Palestinian state.

The sources told London-based “Middle East” newspaper that Abbas intends to give the USA a period of time which may extend to up to four months, in order to delineate the borders of a Palestinian state, adding that they will ask Israel to show a map bearing its borders, before negotiations.

If Israelis refuses to define these borders, Palestinian leadership plans to go to the UN Security Council, under the umbrella of the Arab states, to request Israel withdraw from Palestinian areas occupied in 1967.

If this option fails, Palestinian leadership will attempt to join all international organizations, including the International Criminal Court, in proceeding with actions to prosecute Israeli leaders.

President Abbas reportedly agreed to this plan with head of Hamas political bureau, Khaled Meshaal, during their recent meeting in Qatar.

A meeting is set to be scheduled between a Palestinian delegation to include both President Abbas and Saeb Erekat, and US Secretary of State and Middle East Quartet member John Kerry, to whom Palestinians will officially present the plan, asking him to support it.

The new developments follow several past moves, by Abbas, in joining relevant international organizations, during last year's round of failed peace talks -- moves which have been essentially stalemated by Israeli threats and accusations against Palestinian leadership.

Israel Announces the Confiscation of 4,000 Dunams

Israeli sources have announced that authorities are planning to confiscate 4,000,000 m² (4,000 dunams/1,000 acres) of Palestinian-owned land near the illegal Gush Etzion settlement area.

The area is located 3 km east of the Green Line, near Jaba’a village, and is surrounded by the Gush Etzion bloc and the Apartheid Wall.

Sources informed, according to the Palestinian News Network (PNN), that the Israeli government has given the land owners 45 days to submit appeals against the court's decision.

Muhammad Ghuneimat, who is mayor of the nearby Palestinian town of Surif, told Ma'an that Israeli forces posted signs in private olive orchards in the area, giving warning that they have been confiscated by the Israeli government.

The confiscated fields belong to Palestinians from the towns of Surif, Husan, al-Jabaa and Bethlehem, according to Mr. Ghuneimat.

The announcement reportedly comes as a response, by Israeli authorities, to the abduction and killing of three Israeli teens in an area near Gush Etzion, in June. However, no solid evidence has actually ever been presented in backing Israel's official claims regarding the case, with critics pointing to the distinct possibility that Israel either created or simply co-opted the incident as a prelude to initiating their recent military offensive on the Gaza Strip.

The Etzion settlements council welcomed the announcement, saying in a statement that it "paves the way for the new city of Gevaot."

2,200 New East Jerusalem Settlement Constructions Announced

The Israeli Municipality in Jerusalem announced, in a Thursday press release, that they plan to build 2,200 new constructions in East Jerusalem.

The head of the municipality declared, according to the PNN, that “this project is intended to consolidate Israeli authority in East Jerusalem and maintain its unity.”

A member of municipality reportedly told France Press that building work would now commence in the neighborhood of Al-Swari, as a preliminary step. The full construction is to take place over the course of 8 years.

The municipality member added that there are now around 200,000 Israeli settlers living in occupied East Jerusalem, which Palestinians envision as a capital for their future state.

Furthermore, over 290,000 Palestinians also currently live in East Jerusalem, next to the settlers.

West Bank: Israeli Forces Close Agricultural Roads, Confiscate Water Pipes

Forces Destroy the Contents of Palestinian Home near Nablus

Israeli forces, on Thursday, closed agricultural roads in Idhna and confiscated water pipes from al-Baq‘a, located respectively to the west and east of Hebron, according to municipal sources and witnesses.

WAFA Palestinian News & Info Agency has reported that several agricultural roads were closed in al-Bas springs, al-Khirbi al-Bayda, Khirbet al-Ras, and Khalet Mhareb Road, opposite to the section of the Segregation and Annexation Wall to the west of Idhna.

The closure of these roads, which are the linking point between Idhna and the Palestinian agricultural lands in these areas, has resulted in the loss of access to land owned by Palestinian farmers in the region.

Meanwhile, Israeli soldiers confiscated a number of water pipes from Palestinian agricultural lands in Al-Baq‘a, to the east of the city.

Troops, accompanied by officers from the so-called Israeli Civil Administration and Israeli water company ‘Mekorot’, raided the area and confiscated pipes used by a local Palestinian farmer to irrigate turnip seeds in his 4-dunam-sized land.

According to WAFA, Israeli forces frequently target Palestinian farmers in this area, taking their irrigation systems and serving them with orders which prohibit them from farming.

Settlers have also frequently sabotaged land and crops in the area, in addition to burning down water tanks and pipes. These illegitimate practices, by Israelis, are meant to dispossess, disenfranchise and displace Palestinians from the area, in order to further expand the nearby illegal settlements of Kiryat Arba and Kharsina.

In related Thursday news, WAFA further reports that Israeli forces destroyed the contents of a Palestinian home in an-Nassariya, to the east of Nablus, according to a local witness.

Israeli troops stormed the area, upon which they they broke into several homes without warning and occupied the rooftops, said one Muhammad Abu Rwis, adding that the soldiers ransacked his own home and destroyed the contents.

Head of An-Nassariya Local Council, Yaser Nayef, stated that large Israeli reinforcements were deployed in the village, as well as in the villages of ‘Ein Shibli, al-Aqrabaniya and al-Nawaji, nearby.
