82,000 pilgrims to benefit from heat-resistant tents in Arafat.

The heat-resistant camps set up in Arafat. The European-type tents, costing SR40 million, have been set up by the Tawafa Establishment for pilgrims from Turkey, Europe, America and Australia.

MAKKAH — Over 82,000 pilgrims are expected to benefit from heat-resistant camps set up in Arafat on an area of 120,00 sq. meters. The European-type tents, costing SR40 million, have been set up by the Tawafa Establishment for pilgrims from Turkey, Europe, America and Australia.

Chairman of the establishment’s board of directors, Tariq Anqawi, said the new tents will be added to the old ones established last year.

He said more than 72,000 pilgrims are expected to come from Turkey for this year’s Haj.

“The establishment is determined to provide its pilgrims with the best of services especially that the temperature is expected to be extremely high during this year’s Haj season,” he said.

Anqawi said the establishment’s 43 field offices have completed arrangements to serve more than 180,000 pilgrims who are expected to come from Turkey, Europe, America and Australia.

“We have more than 400 mutawwifs who will be using state-of-the-art technology to serve our pilgrims and group them quickly,” he said.

The establishment’s Deputy Chairman Osama Zawawi said about 85 percent of the European tents have been completed and they are very comfortable to the pilgrims.

“What is remaining is only the electricity connections which we will do according to the safety measures recommended by the Civil Defense,” he said.

Zawawi said the tents are three-storied consisting of an upper dome and side curtains which act as heat insulators.

“We have added power generators to ensure a continuous flow of electricity and have reduced the cooling area in each tent from 48 to 32 meters to ensure pilgrims enjoy cool air,” he said.

Tough measures in place to stem flow of illegal pilgrims.

More than 16,000 buses will be transporting Haj pilgrims.

MAKKAH — Authorities have stepped up efforts to clamp down on unauthorized pilgrims and vehicles during the Haj pilgrimage.

Assistant Commander of Haj Security Forces for the Central Area Maj. Gen. Dr. Saud Al-Khileiwi said the Director of Public Security Lt. Gen. Othman Al-Muhrij has issued instructions to the directors of police in different provinces and commanders of Public Security to have a strict vigil at checkpoints and prevent unauthorized pilgrims from entering Makkah and other holy sites.

A similar crackdown will also target fraudulent companies offering Haj services.

Over the years, the Kingdom has tightened rules for domestic pilgrims who are obligated to take permit before embarking on the pilgrimage.

Unauthorized pilgrims face imprisonment, fine and deportation.

Last year, authorities sent back a total of 160,000 domestic pilgrims trying to enter Makkah and the holy sites without Haj permits.

Comprehensive study on transportation of pilgrims

Prince Khaled Al-Faisal, emir of Makkah Province and chairman of the Central Haj Committee has sought a comprehensive study on transporting pilgrims.

The study will be carried out by Makkah Province Development Authority. It aims at developing a system for transporting pilgrims and harnessing modern technology in Makkah and the holy sites, Saudi Press Agency reported.

Prince Khaled was presiding over a meeting in Jeddah Tuesday in the presence of Dr. Muhammad Benten, minister of Haj and Umrah; Sulaiman Al-Hamdan, minister of transport; Lt. Gen. Al-Muhrij, director of public security; Dr. Rumaih Al-Rumaih, chairman of Saudi Railway Organization.

Prince Khaled said the Kingdom has always been keen to provide the best possible services to the guests of Allah. He stressed that there is nothing more important than serving pilgrims. “This is a pride for all of us,” he said.

Prince Khaled said transport management in Makkah is of great importance and this should be taken into consideration in all the futuristic plans.
The means of transport for pilgrims ought to be highly efficient. Hi-tech should be introduced in all works related to Haj and Umrah in order to facilitate matters for pilgrims, he stressed.

The meeting approved that as of the next Haj season buses older than 10 years of their manufacturing will no longer be used. The current allowed bus age is 18 years. The meeting also discussed developing the required specifications in buses.

The meeting decided to make arrangements for Saudization of jobs of drivers, technicians and workers in transporting pilgrims, aside from developing the transporting of pilgrims between the holy sites (Al-Mashaer) using buses in shuttle trips. The meeting reviewed the mechanisms for developing the traffic plans for transporting pilgrims between Makkah and the holy sites and stressed that vehicles with a capacity of less than 25 passengers should be barred from transporting pilgrims.

Security plans

Security authorities have mobilized all their potentials to provide security, humanitarian, organizational and guidance services to the pilgrims.

Maj. Gen. Al-Khileiwi said an accurate security plan has been drawn up by the special forces for Grand Mosque security and those assigned for the courtyards and roads leading to the Central Area.

The plan is being implemented on the ground by deploying officers and privates to all the floors of the Grand Mosque and its gates and courtyards.

Al-Khileiwi said the security monitoring room in the Grand Mosque is provided with the latest technology including cameras in order to monitor all the passages, floors and courtyards of the Grand Mosque round the clock.

12-hour ban on grouping of pilgrims to Jamarat.

MAKKAH — The Ministry of Haj and Umrah has announced a 12-hour ban on grouping of regular pilgrims from their tents in Mina to the Jamarat area to throw pebbles at the pillars symbolizing Satan during the three days from Dhul Hijjah 10-12 (Sept. 11-13).

The ministry said the procedure was taken to ensure the safety of the pilgrims and prevent overcrowding.

According to the ministry, during the first day of the ritual, there will be no grouping of pilgrims to the Jamarat from 6 a.m. to 10.30 a.m while on the second day the ban will be from 2 p.m to 6 p.m. and on the third and final day it will be from 10.30 a.m. to 2 p.m.

The ministry said it has agreed on the procedure with the Tawafa establishments and the Haj companies.

The ministry’s undersecretary, Hussain Al-Sharif said the total capacity of the Jamarat area and the roads leading to it is 300,000 pilgrims per hour.

He said the grouping of pilgrims will be electronically monitored to prevent any violations. “This procedure will enable the pilgrims to throw stones easily and will prevent any stampede that may result from overcrowding,” he said.

The ministry has prepared 18,000 buses to transport about 1.5 million foreign pilgrims. The fleet also includes1,696 brand new cars.

It has also provided enough golf carts at King Abdulaziz International Airport in Jeddah and in the Grand Mosque to transport aged and disabled pilgrims.

Meanwhile, the coordination authority of the Tawafa establishments has asked all establishments not to allow their pilgrims to perform Tawaf-e-Qudum (arrival) circumambulation of the Kaba an hour before and after prayer in the Grand Mosque.

The authority said in this case the pilgrims will not be obstructed by the movement of the worshipers.

There will be about 90 mutawwifs working in shifts of 30 for 24 hours a day to guide the pilgrims performing tawaf.

On the other hand, the director of the branch of the Ministry of Islamic Affairs, Call and Guidance, Ali Salem Al-Abdali said Friday prayers will be held in 120 mosques in Makkah to reduce congestion in the Grand Mosque.

Meanwhile, the Grand Mufti Sheikh Abdulaziz Al-Ashaikh has warned against doing the pilgrimage without the official Haj permit.

“It is haram (against Islam) to disobey the established rules of the government,” he wrote on his Twitter account.

Al-Ashaikh said ignoring regulations to enter Makkah and other holy sites is a gross violation of the Islamic tenets. “Also it is totally against Islam to transport pilgrims to the holy sites without the official Haj permits,” he said.

Municipality manpower

The Makkah municipality has deployed 23,050 of its staff, seasonal workers, employees of the Ministry of Municipal and Rural Affairs, the Boy Scouts and other volunteers to serve the pilgrims.

The manpower consists of 13,000 cleaners equipped with about 600 vacuum cleaners to clean Makkah and the holy sites.

The manpower will be responsible for upkeep of 58 tunnels and 38 bridges in Mina in addition to 33,000 restaurants, groceries, bakeries, laundry shops and cafeterias. The municipality has also established barber shops in Mina with 1,110 chairs.

Civil Defense geared up to meet any emergencies during Haj
MAKKAH — Lt. Gen. Sulaiman Bin Abdullah Al-Amr, director general of Civil Defense, discussed on Saturday the plans for dealing with emergencies during Haj, the Saudi Press Agency reported.

The meeting was attended by commanders of the directorates general of Civil Defense and commanders of Civil Defense in Haj.

Lt. Gen. Al-Amr was briefed on the preparations made and measures taken to carry out preventive operations which include survey of all pilgrims’ camps and government facilities, plans for deployment and preparation of Civil Defense units and distribution of centers in Mina, Muzdalifa and Arafat.

Preventive measures also include ensuring that cooking gas is not used in the holy sites.

This is apart from the daily training programs and drills for Civil Defense teams with the participation of several other government agencies.

Lt. Gen. Al-Amr urged the Civil Defense personnel not to be lenient toward any violations of safety conditions.

He urged the personnel to exert their utmost efforts in carrying out their duties.

Ahmad Farroukh expressed his delight for the visit, and confirmed that the interest shown by the government in Haj preparations is not surprising, and the telecom sector in the Kingdom finds a remarkable support from the government, which obviously reflected on the Kingdom Vision 2030.

52,000 illegal pilgrims refused entry into Makkah
Despite massive awareness campaigns thousands of pilgrims turned back from Haj each year due to invalid permits.
Around 52,000 people have been turned back from the Muslim holy city of Makkah for not possessing the proper permits.
The would-be pilgrims were turned back a few days before Haj rituals begin.
Haj is the fifth pillar of Islam, which requires able-bodied Muslims to perform the pilgrimage at least once in a lifetime.
Around 24,000 cars have been prevented from entering Makkah by security officers, also for not possessing valid permits,
Pilgrims urged to ensure their documents are in order before traveling to Makkah.
