A nineteenth century British PM and the Hijab

The quotation from the attachment is from a Victorian PM over a hundred years ago. He was close to the British royal family especially the reigning monarch of the time, Victoria.

Was he one of the first who planted the seeds of islamophobia to the minds of the westerners?

He was among the most well known Prime Minister to speak out against the Qur'an. He addressed MPs in Parliament with the statements that certain verses of the Qur'an should be removed [especially those about Jihad], some Surahs should be taken out completely and if this occurred than Muslims the world over could be controlled and would be less dangerous.

At the time, the Muslim population in the UK was very small and he was referring more about Muslims in British colonies and those Arab communities in the Middle East under the Usmani Caliphate and African countries.

His words are still usefull to the west, even there aren´t similar kind of colonies like before. Now old ones are technically independent but the west still wants to see them as under their political and economy influence and rule.

After the attacks in Paris and Copenhagen I have read many similar comments when "the Western intellectuals" demand to create new, more "modern" islam which follows the values of the western lifestyle and society.
