It does not matter in wich country a muslimah is, she weares hijab out of modesty, fear of Allah, to protect her self from men that may enjoy looking at her or even more.... preserving their beauty for housbands.
It is not a rule applyed with force, but is a choice that women take in sincerity for islam.
I hope inchallah i explained well.
O Prophet, Tell your wives and your daughters and the women of the believers to draw their outer garments about themselves (when they go out). That is better so that they may be recognised and not molested. And Allah is Forgiving, Merciful. [Al-Ahzaab, 33:59]
