Yes, I have one of those too. One day, someone took me to a little shack outside a government building, and they gave me a form to fill out, pasted photographs, tons of signs and stamps, and instant drivers license.
Though I feel too scared to drive in India for my license to actually be useful. Because everything is on the road at once: Cars, trucks, motorcycles, rickshaws, bicycles, pedestrians, cows, buffaloes, stray dogs, handcart-vendors, EVERYTHING on the road at ONCE, without any rule or regulation. Not to mention the wonderful roads with potholes and water.
I once got a big scratch on our car just backing out of the gate. I was too busy trying to see if I could back out onto the road, since my house is on the main road and there's a lot of traffic, and of course no body will stop and yield, and while distracted there, one end of the car hit the gate.
What a life. Sigh.

If driving license is issued without testing driving skills and judging understanding of rules of an individual,authorities put masses at risk of untoward incidences.
Recently my brother's car was smashed by a police van and that too in the morning. This was a head-on collision and the annoying fact is that the police van was using the side other the road,than one they should have moved on.
The local administration in my city never dare to pull out animals wandering on roads despite many cases of casualties.
I am amazed,why did Allamma Iqbal wrote the lyrics '' Sare Jahan Se Achha Hindusta Hamara".
