As-salaamu'alaykum,

Al-Hasan al-Basree (rahimahullah) related that one day, while Umar was walking through the alleyways of Madeenah, he either heard the following verse being recited or recalled it in his mind:

And those who annoy believing men and women...

(Qur’aan, 33: 58)

Umar then went to Ubay ibn Ka’abs home and entered inside. Before Umar arrived, Ubay (radiyAllahu anh) was sitting down on a pillow; but when Umar entered, Ubay pulled out the pillow from underneath him and said,

“Use this, O Leader of the Believers.”

Umar preoccupied with more important matters, pushed away the pillow with his feet and then sat down. He then recited the above-mentioned verse to Ubay and said,

“I fear that I am the one who is being referred to in this verse, for indeed, I do annoy Muslims (by ordering them to do this or that, or by forbidding them from doing this or that).”

Ubay said.

“(As the leader of an entire Nation), you have no choice but to take care of and watch over your people, both by commanding them (to do good deeds) and by forbidding them (from doing evil).”

(Manaaqib Umar, pg. 162 and Mahd as-Sawaab, 2/623)
