Islam, Drugs and Addiction?

A topic slightly close to home for me maybe.

Now, there is no doubt that drugs, all intoxicating substances, are without doubt outlawed, as seen in the Quran:

''And spend in the way of Allah and do not throw [yourselves] with your [own] hands into destruction [by refraining]. And do good; indeed, Allah loves the doers of good.'' - 2:195

''O you who have believed, indeed, intoxicants, gambling, [sacrificing on] stone alters [to other than Allah ], and divining arrows are but defilement from the work of Satan, so avoid it that you may be successful.'' - 5:90.

My question is, what does Islam say about those who are already in the midst of drug addiction, or those who are recovered or recovering? Many doctors in the UK and US will give those addicted to Class A substances a drug-replacement, essentially a new addiction to paste over your last one. This does not restore the person.

What does Islam say about addicts and recovering addicts? What would be a more Islamic way for them to be treated?

(No, I am not on drugs, incase it seems that way.)
