Non Muslims & Non-practicing Muslims are being tested or not?

You can check the following 2 fatwa. It's not clearly stated that the non-practicing muslims will be tested, but it can be implied from the context...

regarding the non-muslims, I'm sorry I couldn't find anything telling whether they'r being tested or not...
