Q.

Is it possible for someone to give the "Evil Eye" to someone else without actually looking at or ever seeing them (just as an example, one person resides in America and the other resides in Canada)?
A:

Yes, and the blind can also give the "Evil Eye." It is not only for those with sight, even if someone hears something. It is not necessary to see (only). So, every time you hear or see something good you need to say "Maa Shaa Allaah Tabaarakallaah," or at least "Tabaarakallaah" so that you do not give the "Evil Eye" to him. If you don't say it – even if someone is far away – or the one who doesn't say "Tabaarakallaah" is blind, then he will give someone the "Evil Eye."
To reiterate the Shaykh said –

Even if the person is far away or blind, the "Evil Eye" can still be given. The "Evil Eye" is not necessarily (restricted to) seeing. If you hear someone on tape – Maa Shaa Allaah – reciting with a good voice, if you don't say "Maa Shaa Allaah Tabaarakallaah" you will give him the "Evil Eye."
I (the Shaykh) remember an Imaam at the Masjid in Madeenah who was suffering from the

"Evil Eye" for a long time. Every time he lead the Salaah, his throat went bad. He'd lead the jamaa'ah in 'Ishaa, then when he came to lead the Taraaweeh prayer (making noises with his throat) "ah ah ah." This is "Evil Eye." It's not necessarily something to see – it can come from hearing.
Q:

Can a mother wipe over her child after reading the du'aa of al Hasan and al Husayn or should she just simply recite it?
A:

No. It is neither this nor that. The Prophet (sallallaahu 'alaihi wa sallam) did not wipe (in this case) or just recite. He used to put his hand on the forehead of al Hasan and al Husayn and recite it. This is the way to do this for children. This is real important by the way - very, very important. People ignore many, many things that the Prophet has said and done. This is the reason they are constantly affected with "Evil Eye" or they are weak, or ill. Why? They do not follow the Prophet (sallallaahu 'alaihi wa sallam).
