Surah Fatiha behind Imam?

salah is done 5 times daily since prophet (peace be upon him) time.

so why there is so much confusion that whether surah Fatiha should be recited behind imam or not?

For in hanafi fiqh, its prohibited to recite fatihah behind imam in any salah.

For in shafii fiqh, its a must.

For in maliki and hanbali its mustahab(recommanded/desirble) to recite only in silent prayer, or in loud prayer when imam dont recite anything.

Since none of the four classical fuqaha recommends the imaams to stop before ruku' and give time to muqtadiin to recite surah fatiha in jahri raka'at, is it correct to say, it is a bid'a?
