The USA and NATO, War Crimes Candidates or Above International Law?

"Jim Hoagland [A journalist at Washinton Post, 'Justice under Pressure' Aug 10 2000] says, “International tribunals have begun to proliferate to handle the extreme cases that outrage and/or terrify international public opinion.”

Interestingly, he then goes on to praise the not guilty finding by a committee that investigated war crime allegations against NATO’s commanders and pilots for their 72-day bombing campaign against Serbia.

This is particularly interesting because the bombing campaign was a clear-cut violation of the United Nations Charter and hence, should be regarded as a war crime. It involved the use of military forces without the sanction of the Security Council and without any colorable claim of self-defense.
