meaning of a quranic verse

quran 13:28

الَّذِينَ آمَنُوا وَتَطْمَئِنُّ قُلُوبُهُم بِذِكْرِ اللَّهِ ۗ أَلَا بِذِكْرِ اللَّهِ تَطْمَئِنُّ الْقُلُوبُ

can the verse mean only "Those who have believed and whose hearts are assured by the remembrance of Allah . Unquestionably, by the remembrance of Allah hearts are assured."
Or the verse can also imply "Those who have believed and whose hearts are assured by the remembrance of Allah . Unquestionably, by remembrance of Allah hearts are assured. (& there can be other ways as well)"

The hearts of believers can only be assured through the remembrance of Allāh which occurs by the words, deeds, and intentions. And the best way to remember Allāh is to say, “There's no deity but Allāh...”

Prophet Muḥammad – Peace and blessings of Allāh be upon him – says, “Shall I tell you what is your best action, the purest in the Sign of Allāh, that which is better for you than spending gold and silver, and better for you than meeting the enemy and engage in mutual killing? It is the remembrance of Allāh.”

The remembrance of Allāh means obeying Him through the acts of worship, and the hearts of the believers cannot be assured without it. The remembrance of Allāh always accompanies Muslim's life, and it is always upon the heart and tongue of the Muslim. He is never able to do without it.

Imām Ibn al-Qayyim – may Allāh have mercy on him – said, “He went to his Šayḫ (i.e. Šayḫ al-Islām Ibn Taymiyyah), because he wanted to speak to him about something, or to take knowledge from him. So he found him siting remembering Allāh. He was too afraid to speak to him until he finished from the remembrance of Allāh. Then he turned to him and said: How long have you been here? He said: Since such and such a time and I am waiting. Thus the Šayḫ (i.e. Šayḫ al-Islām Ibn Taymiyyah) – may Allāh have mercy on him – said: ‘This is my breakfast, if I do not take my breakfast, I would not have strength to work that day’.”

Šayḫ `Abd ur-Raḥman as-Sa`dī – may Allāh have mercy on him – explaining previous verse says, “Meaning the remembrance of Allāh removes from the hearts of the believers' unrest, anxiety and disarray; bringing their hearts true happiness and delight. “Unquestionably, by the remembrance of Allāh hearts are assured.” Meaning, the mentioning of Allāh is fit to bring gratification to the hearts, sufficient that nothing else can bring contentment to the hearts [of the believers] except for the mentioning of Allāh. For verily nothing is more delighting to the hearts, desirable and pleasant than the love of its Creator; having familiarity and awareness of Him according to the hearts awareness and love of Allāh will be the level of hearts mentioning of Him.”
