Question about hadith

Assalamu Alaikum

I have a question about a hadith which states that our Prophet Muhammad (SAWS) said that
Do not approach a land that is afflicted with plague and do not run away from a land where you are which is afflicted by plague.
Brothers and Sisters, I want to know if this applies specifically only to plague or any other natural calamity?
My sister and her husband have recently moved to a state (in the US) which is frequently hit bu hurricanes. Can they evacuate their house on the forecast of a strong hurricane?

I have another question. Is it true that when you truly crave to eat something (like a chocolate) you shouldn't. Because that craving comes from Shaitan? Is this a sahih hadith?

Jazak Allah Khair.
