Allah SWT said in the Quran
002.007 "God hath set a seal on their hearts and on their hearing, and on their eyes is a veil; great is the penalty they (incur)."
Why does Allah SWT seal their hearts and and then punish them ?
And in another Verse in the Quran Allah SWT said
-002.010 "In their hearts is a disease; and Allah has increased their disease: And grievous is the penalty they (incur), because they are false (to themselves)."
Why would Allah SWT increase their disease in their Hearts ?

Brother... Anyone who deliberately do not believe in Allah and His Messenger and His commands then actually it is they themselves who seal their own heart. But then why Allah says that He seals their heart?
Here is my answer:
Whatever is in this universe is created by Allah (SWT). Even our thoughts/feelings/emotions/anger/hate/love/arrogance etc are also a creation of Allah, but Allah has also given us (humans) certain power over them. And all these things (thoughts/feelings/emotions/anger/hate/love/arrogance etc) follow a certain law. And that law is also a creation of Allah.
For example... If you love someone you will behave in a different way than if you hate someone. If you have arrogance then you will block certain ideas or thoughts etc from entering your mind. And all these laws of psycology were created by Allah (SWT). And so this is a proof that Quran is directly from Allah because in it it is said by its writter that "I seal the hearts."
Suppose you are a developer/creator of a video game program. And in it you wrote a rule that when one character (digital person) come close to another character (digital person) and if the second character pushes the first then a mask falls and covers the face of that second character. Now when you will be talking about this with someone then wouldn't you say that when a character behaves this way I make a mask fall on his face. This is exactly what Allah is saying.
So again, in answer to your question... you yourself seal your own heart by rejecting the message of Allah, but Allah says that He seals your heart because your heart is sealed by the laws created by Allah (SWT).
Note: By "you" I do not mean you brother, but it is just a figure of speech.
