Assalamu Alaikum,
If this is meant to be an argument against parliamentary form of government and in favour to follow a royalist approach, which many people on this forum try to advocate, then I must say, this is quite a weak argument.
People will always have differences in opinion and we might be sure for ourselves to keep the positive sign, we have no right to believe, others are knowingly striving for the negative sign. Everybody, who thinks he is positive and others are negative should increase his efforts to educate others, but it never gives him the right to force his opinion on others. The fact is, whatever we think of ourselves, the real sign prefix is known to Allah only and He is the one, who will decide on the day of judgment in whatever matters we had been differing.
Majority does not always leads you to the correct path but it is a valid way of resolving the conflict, if some people think the correct path is this and the others think, the correct path is that. The minority, which thinks, we have gone astry should increase efforts to educate others, so that the mistake can be corrected. This is more inline with that verse according to which believers resolve their matters with mutual consultation.
For those who have that particular verse in mind, which says, "If you follow the majority, they will get you astry from the right path" are requested to read it in the context. This warning from Allah, that the Prophet was encircled by the majority of munafiqun does not provide you the forumla, "follow the minority, because majority is always wrong".
