The question of Allah's granting guidance and misguidance has been fully explained at many places fo

(2:7) Allah has sealed up their hearts and ears and a covering has fallen over their eyes, *10 and they have incurred the severest punishment.

*10. This does not mean that their rejection of the Truth is a consequence of God sealing their hearts. What is meant is that God sealed their hearts and ears as a consequence of their decision to reject the fundamentals of faith, of their deliberate choice of a path divergent from that charted out by the Qur'an. Anyone who has worked for the dissemination of the Truth often finds that if, after full consideration, a person decides against a doctrine, his mind begins to move in a completely opposite direction so that he fails to appreciate anything that is explained to him. His ears become deaf, his eyes are blinded to the merits of that doctrine, and one gets the distinct impression that the person's heart has indeed been sealed.

(2:17) Their condition may be described in a parable: a man kindled a fire and when it illuminated all around him, Allah took away the light from their eyes and left them in utter darkness, where they could not see anything. *16

*16. This means that two opposite effects emerged when a true servant of God radiated the light which made it possible to distinguish true from false and right from wrong, and made the straight way distinct from the ways of error. To those endowed with true perception, all truths became evident. But those who were almost blinded by the worship of their animal desires perceived nothing.
The expression, 'Allah took away the light of their perception' should not create the impression that these people were not responsible for their stumbling into darkness. Only those who do not seek the Truth, who prefer error to guidance and who are adamantly disinclined to pursue the Truth despite its luminosity, are deprived, by God, of the light of their perception. God simply enables such people to do what they wish.

(2:20) The lightning terrifies them as if it were going to snatch away their eyesight from them. When they see light, they move on a little further and When it becomes dark for them, they stand still *19 . Had Allah so willed, He could have deprived them totally of their hearing *20 and their sight. Most surely Allah has power over everything.

*19. The first parable refers to those hypocrites who disbelieved completely but had become Muslims merely, to further their worldly interests. The second parable refers to those who were prone to doubt and hesitation or whose faith was weak; who believed in the Truth but not to the extent of exposing themselves to hardships for its sake. The 'violent rainstorm' here alludes to Islam, which came to the world as a blessing. 'Pitch-dark clouds, thunder and lightning' refer to trials, tribulations and difficulties which confronted the Islamic movement, owing to the violent opposition and resistance of those committed to Ignorance. The last part of the parable portrays the state of mind of the hypocrites. They move a little ahead when circumstances seem favorable, but when either difficulties cloud the horizon, or when they are given directives which run counter to their desires or inherited prejudices, they are seized with alarm and come to a halt.

*20. Just as God has completely deprived the first category of hypocrites of their 'light of perception', He could have rendered these other hypocrites totally blind and deaf. But it is not God's way to deprive anyone of sight and hearing while he is willing to see and hear. Hence, God allowed them to retain their sight and hearing to the extent they were prepared to see and hear the Truth.

(4:143) They dangle between the one and the other (faith and disbelief), and belong neither to these nor to those completely. And he whom Allah lets go astray, for him you can find no way. *173

*173. Here an important fact has been stated about the person who remained unguided to the Truth despite his acquaintance with the Book of God and with the life of His Prophet (peace be on him). He was a person who was so disinclined to the Truth and so infatuated with error that even God let him go forth along the same erroneous direction that he had chosen for himself, a person on whom the door of true guidance had been shut and the way towards error had been made smooth by God. It is virtually beyond the power of human-beings to direct such a person to the Truth.
We may be able to grasp this if we consider the case of man's livelihood. God controls all the sources of man's livelihood. Thus, anyone who receives any portion of livelihood receives it from God alone. At the same time, God grants every man livelihood through the means he has himself sought. If a man seeks his livelihood through lawful means and strives accordingly, God opens the door to honest living to him and closes the avenues of dishonest earnings in proportion to his earnestness. On the other hand, there is the person who is bent upon fattening himself on dishonest earnings and strives accordingly. God permits such a person to continue making an unlawful living, and no one has the power to help him secure an honest means of living.
The same applies to man's belief and conduct in this life. In this respect too, the ultimate control rests with God. No human being can proceed along any path, whether it be good or evil, unless God lets him proceed along it, and bestows upon him the means to do so. However, it is up to man himself to choose his own path, and after he has made the choice, God will let him proceed along it, and will even pave the way for him. If a person really cares about God, genuinely seeks the truth and earnestly tries to pursue the path charted by God, God permits him to follow his choice, and even provides the means necessary to proceed along his chosen path. On the other hand, God shuts the door of true guidance on the person who chooses error and strives to proceed only along wrong paths, and further enables him to follow the path of his choice. It is beyond the power of any human being to prevent such a person from thinking wrongly, acting wrongly and using up his energies in wrong directions. If a man loses the road to his success and is subsequently deprived of true guidance by God, in whose power does it lie, then, to restore to him his lost treasure?

(6:25) And of them there are some who appear to pay heed to you, but upon their hearts We have laid coverings so they understand it not; and in their ears, heaviness (so they hear not). *17 Even if they were to witness every sign, they would still not believe in it so much so that when they come to you, they dispute with you, those who disbelieve contend: 'This is nothing but fables of the ancient times.'

*17. It is noteworthy that God attributes to Himself all that happens in the world as a result of the laws of nature. Since these laws were made by God Himself, the effects which result from their operation are also ultimately due to the will and permission of God. The refusal on the part of unbelievers to heed the call of the Truth even when it is clear and audible stems from their obstinacy, prejudice, mental rigidity and inertia. It is a law of nature that when a man is not prepared to rise above prejudice in his quest for the Truth, his heart closes to every truth which is opposed to his desires. We can describe this condition by saying that the heart of that person has become sealed and when God describes it He does so by saying that He had sealed the heart of the person concerned. The explanation of this Paradox is that whereas we describe merely an incident, God describes its ultimate cause.

(53:28) although they have no knowledge regarding that. They only follow their conjecture *23 and conjecture can never take the place of the Truth.

*23 That is, "They have not adopted this creed about the angels on the ground that they had found through some means of knowledge that they were females and daughters of God, but they have presumed this on mere conjecture and have set up these shrines at which they pray for fulfillment of desires, make offerings and pay tributes."

(6:122) He who was dead and whom We raised to life, and We set a light for him to walk among men - is he like the one steeped in darkness out of which he does not come out? Thus have their own doings been made to seem fair to the unbelievers. *90

90

It is the Law of Allah that He makes their deeds seem fair to those who refuse to be guided by the Light which is offered to them and who prefer to tread the crooked paths, even though they are invited to the Right Way.
Then they begin to love darkness and like groping their way through it like the blind and to be knocked about throughout their lives.
Accordingly, every vice appears to them worth enjoying and every piece of folly a gem of wisdom.
After the failure of such an experiment that produces mischief, they get ready for another in the hope that the first failure was due to some "accidental" mistake that will be avoided in future experiments.

(10:13) Surely We destroyed the nations (which had risen to heights of glory in their times) before you *16 when they indulged in wrong-doing *17 and refused to believe even when their Messengers brought clear signs to them. Thus do We recompense the people who are guilty.

*16. In Arabic, the word qarn, which occurs in the above verse, usually denotes 'the people of a given age'. However, the word in its several usages in the Qur'an, connotes a 'nation' which, wielded in its heyday, whether fully or partially, the reins of world leadership. When it is said that a certain nation was 'destroyed' this does not necessarily mean its total annihilation. When any such nation suffers the loss of its ascendancy and leadership, when its culture and civilization become extinct, when its identity is effaced, in fact, when such a nation disintegrates and its component pans become assimilated into other nations, then it is fair to say that it has suffered destruction.

*17. The expression zulm (wrong-doing, injustice) in the above verse has not been used in the limited sense in which it is generally used. Instead, here the word embraces the whole range of sins which consists of man exceeding the limits of service and obedience to God. (For further explanation see Towards Understanding the Qur'an, vol. I, al-Baqarah, 2, n. 49, p. 64 - Ed.)

(18:54) We have devised different ways in the Qur'an to make the people understand its Message, but man is by nature very contentious.

(18:55) (The question is) what kept them back from accepting guidance when it came before them and from asking the forgiveness of their Lord? It is nothing more than this that they are waiting for the same thing to happen to them that visited the former communities; or that they should see the scourge of Allah coming before them! *52

*52 This is to warn the people that the Qur'an has left no stone unturned in making the Truth plain.
It has employed all kinds of arguments, parables, similitudes and used all the possible effective ways to appeal to the heart and the mind of man, and adopted the best possible style. In short, nothing has been left that could persuade the people to accept the Truth. If, in spite of this, they do not accept the truth, it is obvious that they are waiting for God's scourge like the one that visited the former communities to make them realize their error.

You see that's what I don't understand. You say "his eyes BECOME deaf, his eyes BLINDED...", but my problem is Allah keeps saying that HE is "increasing this disease". HE is sealing, as in preventing the person from ever seeing the light.
Is not the action in 27:4 pretty much the same as 27:24?
