Brothers and sisters here is a Chapter from the book Riyad-as-Saleheen on the rights of neighbours and treating them well. May Allah make it easy for us to be good and kind towards other fellow beings.
Allah Almighty says, "Worship Allah and do not associate anything with Him. Be good to your parents and relatives and to orphans and the very poor, and to neighbours who are related to you and neighbours who are not related to you, and to companions and travellers and your slaves." (4:36)

303. Ibn 'Umar and 'A'isha reported: "The Messenger of Allah, may Allah bless him and grant him peace, said, 'Jibril continued to advise me to be good to my neighbour until I thought that he would have me make him my heir.'" [Agreed upon]

304. Abu Dharr reported that the Messenger of Allah, may Allah bless him and grant him peace, said, "O Abu Dharr, if you cook a stew put a lot of water in it, keeping your neighbours in mind." [Muslim]

In one variant, Abu Dharr said, "My friend, may Allah bless him and grant him peace, advised me, 'When you cook a stew, put a lot of water in it and then go and see the people of a neighbouring house and give them a reasonable amount of it."

305. Abu Hurayra reported that the Prophet, may Allah bless him and grant him peace, said, "By Allah, he does not believe! By Allah, he does not believe! By Allah, he does not believe!" It was asked, "Who is that, Messenger of Allah?" He said, "Someone whose neighbour is not safe from his mischief!" [Agreed upon]

In Muslim's variant, "No one will enter the Garden whose neighbour is not safe from his mischief."

306. Abu Hurayra reported that the Messenger of Allah, may Allah bless him and grant him peace, said, "O Muslim women! No one should look down on a gift from her neighbour, even if it is only a sheep's trotter." [Agreed upon]

307. Abu Hurayra reported the Messenger of Allah, may Allah bless him and grant him peace, said, "No neighbour should prevent his neighbour from inserting a piece of wood in his wall." Then Abu Hurayra said, "Why do I see that you are averse to this? By Allah, I will hurl it at you between your shoulders!" [Agreed upon]

308. Abu Hurayra reported that the Messenger of Allah, may Allah bless him and grant him peace, said, "Anyone who believes in Allah and the Last Day should not harm his neighbour. Anyone who believes in Allah and the Last Day should honour his guest. Anyone who believes in Allah and the Last Day should speak well or be silent." [Agreed upon]

309. Abu Shurayh al-Khuza'i reported that the Prophet, may Allah bless him and grant him peace, said, "Anyone who believes in Allah and the Last Day should be good to his neighbour. Anyone who believes in Allah and the Last Day should honour his guest. Anyone who believes in Allah and the Last Day should speak well or be silent." [Muslim. Al-Bukhari has part of it.]

310. 'A'isha said, "I asked, 'Messenger of Allah, I have two neighbours. To which of them should I give?' He replied, 'To the one whose door is nearer to you.'" [al-Bukhari]

311. 'Abdullah ibn 'Umar reported that the Messenger of Allah, may Allah bless him and grant him peace, said, "The best of companions in the sight of Allah Almighty is the one who acts best towards his companion. The best of neighbours in the sight of Allah Almighty is the one who acts best towards his neighbour." [at-Tirmidhi]

Do non-muslim neighbours have the same rights and would a person not go to paradise for not communicating with that neighbour.

SISTER UMM HUSSAIN, ( bold letters to remind that u are a sister ), as far as i know there is no distinction for being kind towards others unless that person really hates your deen and is stopping you to follow it.
Allah SWT tells us in the Quran,
Allah does not forbid you respecting those who have not made war against you on account of (your) religion, and have not driven you forth from your homes, that you show them kindness and deal with them justly; surely Allah loves the doers of justice.
And as for not going to paradise I think u must have read the Hadith about ill treating a cat. But if u are pointing to this hadith
"No one will enter the Garden whose neighbour is not safe from his mischief."
then it talks about mischeif on our part and not about communication.

At another place Quran also tells us that even if we face some harsh behavious from others we must repel it with good.
"Good action and bad action are not the same. Repel the bad with what is better and, if there is enmity between you and someone else, he will be like a bosom friend. None will obtain it but those who are truly steadfast. None will obtain it but those who have great good fortune."
And the habit of our beloved Prophet was this,
'A'isha (RA) said, "The Messenger of Allah, may Allah bless him and grant him peace, was never given a choice between two matters without taking the easier of them, as long as it was not a wrong action. If it was a wrong action, he was the furthest of people from it. The Messenger of Allah did not take revenge for himself in respect of anything unless it violated the sanctity of Allah. Then he would take revenge for the sake of Allah Almighty." [Agreed upon]

This is what i think and have got from these verses BUT IF YOU WANT EXACT RULINGS IN THIS REGARD THEN SEEK HELP FROM A GOOD RELIABLE SCHOLAR.

May Allah make it easy for us to follow his DEEN completely.

P.S. I found this quotation so i am adding it now
Mujahid said, "I was with 'Abdullah ibn 'Amr while his slave was skinning a sheep. He said, 'Boy! When you finish, start with the Jewish neighbour.' A man there exclaimed, 'Jewish? May Allah correct you!' He replied, 'I heard the Messenger of Allah, may Allah bless him and grant him peace, recommend that we treat our neighbours well until we feared (or we thought) that he would order us to make them our heirs.'"

:wasalam: sis Haleema,
inshaAllah, try and invite her over and set an example, the best Dawah is by example then maybe she will learn, im sure (and Allah Knows Best) its not her fault, cuz some people are brought up in a particular way and are adapted to that. but Alhamdulilah, Allah swt has given her a neighbour who realises these things, and maybe will help her to help herself bi'idhnillah, before someone else tells her and hurts her feelings,
And make alot of Dua, and ask Allah to help u and the sis in this matter.

Assalammualaikum,

my next door neighbour is not a muslim family but they are nice to me, always talk to me and we greet each other everytime we meet. Another neighbour is a muslim family but the wife turns her face away when we meet. i don;t know why. i tried smiling to her once and she turned away. she was cold towards me but i talked to her mother bcoz she smiled back at me. what should i do if she is cold towards me for no reason ? she stays a few doors away but at the same level.:hijabi:
