Another question about salaat while traveling...

Asalaamu alaikum -

I asked a while ago about shortening & combining salaat while traveling. Its known we can combine and shorten the 4 rakaat prayers - dhuhr & asr for example - to 2 rakaat each.

My question is this...

Say I am on a road trip & I step into the masjid. The congregation forms lines for dhuhr and I join them. Even though I am a traveler, its my understanding that since I am in congregation and behind an imam I must pray the full rakaat instead of getting up and leaving after 2.

I ask because yesterday we had some travelers in my masjid for asr. After the first 2 rakaat they salaamed out and left, leaving gaps in the lines. Nobody said anything because everyone was under the impression that that was permissible. I on the other hand thought the shortened salaat is ONLY if you are the imam (ie praying alone) or you're praying with other travelers.

Am I making sense?
