The only ruling(s) I have read have been related to singing in front of non-mahram men and singing with musical instruments. There are certainly hadiths that illustrate the permissibly of singing. Allahu Alam

Assuming that you are discussing non musical lullabies then they will come under the subject of poetry and thus governed under the rulings for Nasheeds as described in this ruling.
