i think you must reach at least 20 posts then you have the privilege to use computer/own avatar.
right now you can use the predefined or preset in the avatar editor, it is under "user CP" menu.

What's that MS Paint->Image->Attributes and typing a width and size. Keep the ratio between width and size the same. For example, if the width is 698 and the height is 345 then the ratio is 698/345=2 approximately and the width is the larger dimension. So, for the width to become 70 the height will become 70/2=35. Type the new width and size in the image attributes dialog and click OK.
