Can a Muslim Women be a Governer or Qadhi?

Can a Muslim Women be a provinicial Governer or Judge (Qadhi) in an Islamic state ruled under Shariah?

Please provide replies to "Yey or Nay" with "Islamic evidence".

It was quoted that the prophet (s.a.w)was saying Do not entrust a leadership to a woman,lest that institution will degenerate."au kama khala rasulullah sallal lahu alaihi wassallam". [/B]
