This left the Israelites all alone, and as lost sheep they wanted a King to rule over them. Moses already knew before his death the Israelites would want a King to rule over them. So it was not a surprise but Moses did warn against the idea. All the same the Israelites decided they wanted a King to rule over them and so that King was elected. As far as they could see then there would always be a King watching over them for all time.
Of course they were waiting for the long awaited Deuteronomy Prophet to appear and he then would be their ultimate ruler who would stand higher than whatever King may have been ruling over them in those future times. Of course they have no King nowadays but in the past they thought there would be such a King.
However, one day when the Deuteronomy Prophet would appear as prophesied. Then he would outrank whatever King they had ruling over them in those future times and he would be their absolute ruler. Hence this title, a “Lord King” a “King of Kings”.
The prophesied Deuteronomy Prophet outranked their material King. The Deuteronomy Prophet would hold the title a “Lord King a King of Kings”. There is only one soul in existence that can hold the title a “Lord King a King of Kings” and that is the prophesied and long awaited Deuteronomy Chapter 18 verses 15-18 Prophet. He would outrank the material King that the Hebrews had chosen to rule over them. Once the Deuteronomy Prophet appeared he would then become their absolute ruler.
This is all a matter of fact that so few religious scholars and the sheep of course do not bother themselves to consider. The Romans of course already considered these facts. That is why they added that onto their stories regarding the character Jesus that they had invented to make it be believed that the prophesied Deuteronomy Prophet had appeared. By making that claim in their biblical text they were announcing that their New Testament character Jesus was in fact that prophesied Deuteronomy Prophet. Because only the prophesied Deuteronomy Prophet could hold that title outranking any present day King the Hebrews may have ruling over them at that future time.
It was a clever ploy by the Romans of course despite it being an open proclamation it was over looked and meant they bypassed the law of Deuteronomy Chapter 19 verses 15 onwards. That is a two or three witness law that determines matters of the truth regarding any crimes of iniquity and sin. If the Romans were to make a big scene stating Jesus was the Deuteronomy Prophet so openly then the Hebrews would demand Deuteronomy law determines the matter. The Romans already knew they had no actual witnesses to that claim. The Romans were very sneaky in their subterfuge.
When the Romans started using the title “Lord King and King of Kings” in their storylines regarding their new testament character Jesus, they were making the proclamation that Jesus was the prophesied Deuteronomy Chapter 18 Verses 15-18 Prophet that the "Living God" promised Moses he would raise up in their new testament.
