can someone help me understand this verse properly?

Al Baqarah (2)
-Verse 106-

Ma nansakh min ayatin aw nunsiha nati bikhayrin minha aw mithliha alam taAAlam anna Allaha AAala kulli shayin qadeerun

Dr. M. Taqiud-Din & Dr. M. Khan:
Whatever a Verse (revelation) do We abrogate or cause to be forgotten, We bring a better one or similar to it. Know you not that Allah is able to do all things?
Yusuf Ali:
None of Our revelations do We abrogate or cause to be forgotten, but We substitute something better or similar: Knowest thou not that Allah Hath power over all things?

there are verses that abrogate verses previously revealed. These abrogating verse are called nasikh and those whose validity they terminate are called mansukh.

the abrogating verses mark the end of the validity of the abrogated verses because their heed and effect was of a temporary or limited nature. In time the new law appears and announces the end of the validity of the earlier law. Considering that Quran was revealed over a period of twenty-three years in ever-changing circumstances, it is not difficult to imagine the necessity of such laws.

it was not due to mistake or error as Allah is Perfect but due to society situations.

eg. alcohol was not prohibited at once. it was done in stages.

and Allah knows best.

We had a halaqa on this topic done by our respected Imam a few weeks back. Maybe the required information can be obtained by listening to the recorded audio file. Here is the link.

Abrogation is the wrong translation of the word نسخ ("naskh") which means many things, such as removal, replacement, amendment, elaboration and duplication. The Arabs of the Seventh Century knew all those meanings and used the word in that capacity and so does the Quran.

Unfortunately, later Muslims defined the word as abrogation only and this lead to the wrong doctrine that there is abrogation in the Quran. This false doctrine is used by the extremists to justify their violence and is also used by Islamophobes to attack Islam.

There are no abrogated verses in the Quran. None whatsoever. Every verse in the Quran has been and always will be valid and must be complied to.

A proper translation of 2:106 should be, IMHO,
"If We ever remove a sign, or cause it to be forgotten, We bring one better or similar. Did you not know that God is over everything powerful?" (2:106)

If you examine the preceding verse, 2:105, you'd quickly realize that 2:106 was revealed to answer the Jews who rejected that the Quran came to replace the Torah and envied the Arabs that God chose them to send them His final scripture.
