Hajj first or omra???

Salam, my grandma didnt come on the Hajj-list for two times now, and has signed her self on omra. So my biggest questions are:
Should my grandma wait for the hajj and attend omra later? or is it ok?

Can I do Umrah before performing Haj?

Fatwa

Praise be to Allah, the Lord of the Worlds; and blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.

It is permissible to perform Umrah before Hajj. Umrah is an obligation on any person who is able to perform according to the most sound opinion of the scholars of Islam.
