JEDDAH: Saudi Arabia will fine and jail individuals and companies transporting pilgrims who do not have a Hajj permit, as part of tough security measures in place for this year’s pilgrimage.

Hajj, which normally attracts upward of 2 million people from around the world, is taking place during the coronavirus pandemic and the Kingdom has severely restricted pilgrim numbers in order to contain the spread of the disease.
A security cordon will guard against any possible infiltration attempts of non-permitted pilgrims to ensure a safe Hajj season. Nobody except those with official permission from authorities is allowed to perform Hajj or enter the holy areas.
According to the General Directorate of Passports, individuals and companies transporting pilgrims without permits will face severe penalties for violating the law in addition to an extra penalty for endangering the health of the community. Penalties include fines, jail, and confiscation of their vehicles.
Expats found violating the measures will also face deportation from the country and they will be denied access to the Kingdom for a certain period.
Punishments start from SR10,000 ($2,666) for each illegally transported pilgrim and 15 days in jail for first time violators, and these penalties will double when the violation is repeated. The maximum fine is SR50,000 for each pilgrim and six months in prison in addition to confiscation of the vehicle.
Saudi Public Security said it had completed an exceptional safety plan for Hajj in order to fully implement health protocols in light of the COVID-19 outbreak.
“Hajj this year is very different and exceptional,” Major-General Zayed Al-Tuyan, commander of Hajj Security, said on Sunday at a press conference.
“Hajj will be in very limited numbers under strict precautionary measures, and we will impose a complete security cordon around holy places and pilgrims during their movements.”

Al-Tuyan stressed that the numbers of pilgrims were very limited, no increase was allowed and that violators faced severe penalties.
He added that almost 70 percent of approvals for Hajj this year were given to expatriates from 160 nationalities, while the rest were given to Saudi citizens.
Pilgrims without permits would also face penalties for violating Hajj 2020 guidelines.
There are six main security centers around Makkah, in addition to other temporary offices to control the entrances of the city and holy sites.
Al-Tuyan warned against fake Hajj campaigns and tour guides, saying that there would be no such activities this year except for the services provided through the Hajj Ministry. “I strongly advise citizens and expatriates not to believe or fall for deceitful advertisements by those who promote themselves to lead campaigns or coordinate with fake offices, only those who have been permitted by the Ministry of Hajj will be allowed to perform.”

Security measures will ensure social distancing for pilgrims from their arrival in Makkah and throughout the different stages of Hajj.

“We work in close coordination and planning with the Ministry of Interior, Ministry of Hajj, and the Ministry of Health,” Al-Tuyan added.

Saudi Arabia earlier this year took the dramatic step of suspending the Umrah and Hajj seasons for citizens, expats residing in the country as well as international pilgrims, to prevent COVID-19 from spreading through crowds to the holy sites.

Two Holy Mosques chief launches Hajj season plan

MAKKAH: The president of the General Presidency for the Affairs of the Two Holy Mosques has launched the plan to receive Hajj pilgrims this year in light of the COVID-19 pandemic.
Sheikh Dr. Abdulrahman Al-Sudais said that the aim was to help pilgrims perform their rituals with safety. He said that the presidency had harnessed its human resources and expertise, in cooperation with bodies that specialized in crowd management, to set the highest precautionary, preventive, guiding and directing measures to ensure the smooth execution of this year’s plan.

Saudi opens hajj registration for foreign residents
MAKKAH: Sound health will be the main criterion for allowing people to perform Hajj this year so as to ensure pilgrims’ safety, the Saudi Ministry of Hajj and Umrah said on Monday.

Of the total 10,000 pilgrims, 70 percent will be non-Saudis residing in the Kingdom, while the remaining 30 percent will be citizens, the ministry added.
Priority will be given to people who do not suffer from any chronic disease. They will have to undergo a polymerase chain reaction test to ensure they do not have COVID-19.
People who have not performed Hajj before and are aged 20-50 will be allowed to perform the pilgrimage. They will have to commit to a 14-day quarantine both before and after performing Hajj.

Non-Saudi residents who meet the requirements can register at localhaj.haj.gov.sa. Registration began on Monday and will continue until July 10. The ministry said an exceptional plan has been prepared for this year, and applying for Hajj via its website will be treated as an initial submission.
Final registration will be considered only after issuance of the final approval, and after ensuring that the applicant has met all the health and regulatory standards. The result of the application will be sent via text message.
Applicants have to declare that they do not have diabetes, high blood pressure, heart disease or respiratory diseases, and that they are not infected with COVID-19 or show any symptoms.

JEDDAH/MAKKAH: The safety of pilgrims had been the top priority in preparing for this year’s Hajj, Saudi security officials said on Tuesday.

Announcing the completion of the first stage of planning for the annual religious gathering, the commander of the forces responsible for security at the Grand Mosque in Makkah stressed that protecting worshippers was paramount.

“We have mainly focused on the health aspect this year for its extreme importance in the current unique situation (the coronavirus disease pandemic). The remaining stages will be implemented in the coming days,” said Maj. Gen. Muhammad Al-Ahmadi.

He pointed out that new arrangements had been put in place to control pilgrims’ entry and exit to the Grand Mosque to ensure social distancing and effective precautionary measures against COVID-19.

Defined pathways for the performance of walking rituals around the Kaaba and between the hills of Safa and Marwah had been established, and entrance to the Grand Mosque area would only be allowed to those with official permission.

Due to the virus outbreak, the Grand Mosque will be closed to worshippers for Arafa day and Eid Al-Adha. “The decision to suspend prayers in the Grand Mosque including its outdoor arenas will continue. We invite people of Makkah to break their fast on the day of Arafat in their homes,” added Al-Ahmadi.

The command and control center in Makkah located in Mina and Muzdalifah will be fully operational. Entrances to Makkah city would be controlled by different security forces for 24 hours to prevent people without a permit gaining access.

The General Presidency for the Affairs of the Two Holy Mosques said that more than 80 years of experience in crowd and crisis management had been behind the Kingdom’s move to restrict the number of worshippers performing this year’s Hajj pilgrimage.

During a virtual meeting to review the Saudi operational plan for the Hajj season, president of the general presidency, Dr. Abdulrahman Al-Sudais, said that the Arafat sermon will be translated into 10 languages, including Chinese and Russian, in addition to an English interpretation on the Holy Qur’an channel and French on the Prophet’s Sunnah channel.

He added that the operational plan adopted for Hajj had focused on the enforcement of precautionary and preventive measures to safeguard the health of pilgrims.

Special arrangements have also been made for the delivery of the Kaaba’s Kiswa (cover) on Wednesday by Makkah Gov. Prince Khalid Al-Faisal, in line with measures to stop the spread of COVID-19, Al-Sudais said.

Meanwhile, on Tuesday, Saudi Minister of Hajj and Umrah Dr. Mohammed Saleh Benten visited the pilgrims’ reception headquarters at the Four Points hotel in Makkah, where he was briefed on preparations to receive and accommodate them from the fourth to the eighth day of the month of Dhu Al-Hijjah.

He then toured the pilgrims’ camp in Arafat and reviewed procedures for their movement to the Mount of Mercy (Jabal Al-Rahmah). Benten also checked services for pilgrims at Muzdalifah, including preparations for the provision of meals in three 40-foot vehicles.

In addition, the minister went to Mina and viewed one of the towers designated for housing pilgrims, where he inspected facilities and room services.

At the end of the visit, he watched a presentation on the special procedures put in place to transfer pilgrims from their residences to the Jamarat Bridge outside of Makkah.
