help needed in Quran!

what do they mean:

1. i find letter 'ayn' with 3 numbers (on top, bottom, middle) on alternate pages outside the surah.

2.something like ~ after the end of few verses.

in my days, all kids used to know this. its shocking your new generation doesn't even have this knowledge?
