TheAuthenticBase

Assalaamu 'alaykum!
There is a difference of opinion regarding this question, a summary of the opinions is as follows along with the names of those scholars who held the opinion in brackets:

Two people, with one of them being the Imaam. (Nakhai, Dawood, Sideeq Al-Bukhaari, Ash-Sawkaani, Ibn Hazm, Muqbil Bin Haadee, As-Sanani)

Three people, with one of them being the Imaam. (al-Auzai, Abu Thaur, Abu Yusuf, Muhammad, Bin Baaz)

Three people, excluding the Imaam. (As-Suyootee)

Four people, with one of them being the Imaam. (Abu Haneefah, Ath-Thawree, Al-Lauth)

Seven people. (Ikrimah)

Nine people. (Rabiah)

Twelve people. (Rabiah, Az-Zuhri, Al-Awzai)

Thirteen people, with one of them being the Imaam. (Ishaaq Ibn Rahuyah)

Twenty people. (A narration from Maalik)

Thirty people. (Another narration from Maalik)

Forty people, with one of them being the Imaam. ‘Umar Ibn ‘Abdul ‘Azeez, Ash-Shaafi’ee, Ahmad)

Forty people, excluding the Imaam. (One report from Ash-Shaafi’ee)

Fifty people. (‘Umar Ibn ‘Abdul ‘Azeez, one narration from Ahmad)

A large number without limit, such as the inhabitants of a city. (Ibn Hajr, a narration from Maalik)

The correct opinion, and Allaah knows best, is that a congregation consisting of two people with one of them being the Imaam, or a congregation consisting of three people with one of them being the Imaam are necessary and sufficient for the Friday Prayer.
