Sister Tiffany, Insha Allah it will work out for you. Your sincere intention to do things the proper way is very admirable. Perhaps, you guys discuss the matter or at least hint it toward him. Sometimes the brothers can be very shy, and need little encouragement.
Well yeah because they are then married. You do a nikah obviously with permission of the parents and everything and you can even have a proper wedding party if you want but they don't have to. And if they don't want to live together yet then they don't have to. If a nikah is done properly then why not? Evidence isn't needed because everyone knows that after a nikah you're married! I hope I've cleared that up.
