I heard you can were things below the ankles but I wanna know if shoes and socks count.

If they do, what do I do in school? It will be really painful bearfooted.

You probably wanted to say, I heard you can NOT were things below the ankles....

Precisely, this ruling is only on lowering the garments below the ankles of men (not of women). Here is a link which contains details about this ruling: http://islamqa.info/en/ref/102260

The answer is very simple. You can wear shoes and socks. Shoe is not a garment. So, it has got nothing to do with the ruling. As for socks,

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad

is His slave and Messenger.

The Sharee’ah did not prohibit us from covering the feet up to the ankles, but it only prohibited us from lowering the garment below the ankles, this is because of the pride and conceit that the one who does so might have, and because of the impurity that may stain the garment from the ground.

For more benefit on the wisdom of the prohibition of lowering the garment below the ankle, please refer to Fatwa
91026.

Therefore, what those people do, which is wearing the socks below the trousers that are raised above the ankle is a permissible matter and this is in conformity with the Sharee’ah and it does not contradict the prohibition of lowering the garment below the ankle.

Allaah Knows best.

So, this ruling is on lowering the garments below the ankles, NOT on covering the feet up to the ankles. And it's only for males.

Hope this will help. And feel free to ask questions. ;-)
