I dont have a fatwa ,but from my understanding ,she can do it if she will be in front of women only and her Mahram..
Its is forbidden for the woman to show her adornments to Non Mahram men ..

i'm not sure on the ruling regarding makeup. but i do know that it is either makruh or haram for a woman to leave home wearing perfume.

i forgot the chain of narration in a hadith but it is said that Prophet said that a woman leaving the home wearing perfume was as if she were leaving the home to commit adultery.

i'm sure that there will be someone here that will post the same thing on this topic and will post the hadith info.

Yes she can put on make up and perfume, as long as the wedding is only for women or men who are muhram like the bride's father, brother, uncle,...
