As salamu alayk,
I've been to Hajj and from my own personal experience there is no 'free-mixing' in the Harum (Sacred mosque). Free mixing is when men and women (who are not mahrem for each other) mix freely, talking to each other about non islam related issues, or general chit chatting (eg. laughting giggling, flirting ect)
None of this happens in the Harum, in out or even during tawwaf (circling around the ka'ba). Each woman is with her mahrem, either her father, brother or husband or son.
They have all traveled for hundreds of miles to a forgien land.. just to worship Allah (swt) asking for Allah's forgiveness as they walk around the ka'bah. On a once is a life time journey. They have left behind the world and thier loved ones and many don't know if they will ever return.
Would any of you travel hundrends of miles to worship Allah (swt) but then consider free mixing or flirting with a muslim woman- who is fully covered and with her parents or brother or husband??!!!!

No way!! And Allah (swt) has more right to be feared than her brother or husband!!
So you can see that everyone there has a pure intention and a clean heart. Every one lowers thier gaze and try thier best to aviod even brushing against the clothes of a forgien woman!! After all you don't want anyone to brush against your sister or your mother.
Finaly when the salah begins the women all go to the back and the men to the front. So they do not mix.
