for proper wudu, the water must reach properly on the parts necessary to wash.
if there is lipstick, nail polish, oil paint on hands, etc, it must be removed. so that water pass freely.
Basics of Wudu:
1. Washing the face once.
2. Washing both the arms including the elbows once.
3. Performing Masah of one fourth of the head.
4. Wiping both the feet once up to and including the ankles.
