a person who does adultery before marriage .... then we have to stone that person to death but if that person who has done adultery asks allah repentance(forgiveness) than we have to forgive him or stone him to death???

Allaah has specified the punishments for men and women who commit zina. The hadd punishment is stoning if they have been married and one hundred lashes for one who has not been previously married.
The fornicatress and the fornicator, flog each of them with a hundred stripes. Let not pity withhold you in their case, in a punishment prescribed by Allaah, if you believe in Allaah and the Last Day. And let a party of the believers witness their punishment

(al-Noor 24:2)

Zina can only be proven by the testimony of four men who see the act take place with their own eyes, and see the penis enter the vagina, or by the unforced confession of the man or woman who committed zina. Anything other than that is accusing a Muslim woman/man of zina, for which the person should be given eighty lashes.

It was narrated that Abu Hurayrah and Zayd ibn Khaalid al-Juhani said: The Messenger of Allaah s.a.w. said: “… Go tomorrow, O Unays, to this woman and if she admits (to adultery) then stone her.” He said: I went to her the next day and she admitted it, so the Messenger of Allaah s.a.w. ordered that she be stoned.” Narrated by al-Bukhaari, 2575; Muslim, 1698.

It was narrated from Jaabir that a man from (the tribe of) Aslam came to the Prophet s.a.w. when he was in the mosque and he said, “I have committed adultery.” The Prophet s.a.w. turned his face away from him. The man came to that side to which the Prophet had turned his face, and testified against himself four times. The Prophet s.a.w. said, "Are you mad?” He said, “No.” The Prophet said, “Are you married?" He said, "Yes.” So he commanded that he be stoned in the Musalla (Eid prayer place). When the stones troubled him, he ran away, until he was caught in al-Harrah and killed. Narrated by al-Bukhaari, 4969; Muslim, 1691.

Allah will forgive if He wishes. We also need to forgive, if the execution took place. The person redeemed his sin after execution. AllahuAlam

who replace as judge instead of Allah (c.c) that one in Kuffar,no matter doing it for Islam.Allah (c.c) didnt appointed anyone to do decide anything in the earth.Of course there are rules and i think most important punishment is to isolate from the community.
There were a bad woman,who was doing adultery for money.One day she was going to the her house,while pass by an old draw well,she saw a dog almost dying due to thirst then she took of her shoe and tied well's string bcos original cup was perforated.Then she pulled some water and helped dog to dring it.after 5-10 mins dog recovered and left there.Then Allah (c.c) forgave her bcos of that goodness.
How you know any bad woman will not repent and turn to Allah (c.c) way? who knew i would be a Muslim except Allah (c.c) ?

but in verse no 4:16 it has written that ....'and the two persons (man and women) who commit illegal sexual intercourse, hurt then both. and if they repent (promise Allah that they will never repeat, .i ,e commit illegal sexual intercourse and other similar sins )and and do righteous good deeds, leave them alone. surely Allah is ever all-forgiving (the one who forgives and accepts repentance)( and he is ) most merciful... after that , i came to know , Allah is really the merciful

but in verse no 4:16 it has written that and the two persons (man and women) who commit illegal sexual intercourse, hurt then both. and if they repent (promise Allah that they will never repeat, .i ,e commit illegal sexual intercourse and other similar sins )and and do righteous good deeds, leave them alone. surely Allah is ever all-forgiving (the one who forgives and accepts repentance)( and he is ) most merciful... after that , i came to know , Allah is really the merciful

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
Ibn Abbas rad. says about this ayah :

(And as for the two of you) of your free people, i.e. any unmarried man or woman (who are guilty thereof) who are guilty of adultery, (punish them both) by maligning and upbraiding them. (And if they repent) after this (and improve) in relation to that which is between them and Allah, (then let them be) refrain from maligning and upbraiding them. (Lo! Allah is Relenting) He overlooks sins, (Merciful). Maligning and upbraiding the unmarried person who commits adultery was later abrogated and replaced by one hundred lashes for both parties.
