When do sins start to count?

Assalamu alaikum.

I was just wondering, when do sins actually start to be held against a person? As in, I heard that a person is responsible for his/her acts once he/she hits puberty, so that means sins start to count as well.

What if a person is like 16 or something and still hasn't hit puberty yet? Do their sins still count? Or are they just considered "kids" and nothing will be held against them until they hit puberty?

That makes sense. Cuz it'd be weird and so not fair if a person's sins don't count if they haven't hit puberty yet and they're like..17. o__O

16? 17? not mature?

signs of puberty is not only wet dreams but growth of pubic hairs as well. also scholars say that if no signs appear, then its 15.

Haha, I was just wondering why because I know a person who's 15 [my age] and hasn't hit puberty yet, and I was wondering why my sins would count and theirs wouldn't. [I have the weirdest questions!] No fair, lol o_O Cuz that's what the person told me. o_O
