does allah give a specific time when we should pray inorder for allah to answer our prayers.
When does allah answers or accepts our prayers?

Brother as far as the matter of ALLAH answering our prayers is concerned then I'll say that ALLAH always listens to our prayers and always answer it in one way or the other.
But I would like to quote a Hadith here
"The most beloved prayer to Allah is that of David and the most beloved fasts to Allah are those of David. He used to sleep for half of the night and then pray for one third of the night and again sleep for its sixth part and used to fast on alternate days." (Sahih Bukhari Volume 2, Book 21, Number 231)
In this hadith our prophet(SAW) has pointed towards the prayer of Tahajad and if Allah is most happy with the person who offers Tahajad then understandably Allah will definitely answer to the prayers which are made at the time of Tahajad.
