I don't know about the US.

As for seeking Laylatul Qadr...We should seek in the last ten nights of Ramadaan.

More specifically last ten odd nights of Ramadaan.
i.e. 21, 23 ,25, 27 etc

Point to note is that, since Islamic calendar is based on sighting of moon, the date changes at dusk.

So, 21st night of Ramadaan is the night after which comes before 21st day...

As for Taraweeh Prayers, they are for entire Ramaazaan...

Many estimated Lailatul-Qadr to be on 21st, 23rd ,25th or 27th of Ramadan, But no one is 100% sure, All we know for sure is its in the last 10 nights of ramadan.
