Will Palestine be free in September?

I have read briefly that there will be a UN voting of some sort in September of THIS YEAR on whether Palestine will be recognzied as an independent country. This is my UNDERSTANDING of the event, it may not be correct.

For those more knowledgeable, please help me understand this particular current event!

5 countries have veto power. They can over-rule any resolution passed by the general body. These countries are US, UK, France, China and Russia. Basically the group that won world war II. What kind of freedom is this, if a man comes and illegally takes my things and then offers peace and negotiates to settle in for giving me back only some 30 or 20 percent of my belongings and keeping the rest?
