How do i make a signature?

How do i make my signature in my profile?

I guess it's has to be done in my CP but where?

Go to User Control Panel, under the heading of Setting & Options - Edit Signature << Or just click there

It wont let me create a signature. I get the following message

"Sorry, you are not permitted to have a signature"

Does anyone know why?
