1.) Is it fardh (mandatory) to marry?

2.) Is it fardh (mandatory) to make children (procreation)?

A simple answer is thus:

We are given the example of The Prophet, may the peace and blessings of Allah be upon him. We are strongly advised to follow his path, to the best of our ability we are to strive, as that is the Gift of Allah. He married and he had children. It is that simple.

If one can marry then it becomes wajib for him to marry. Holy prophet(pbuh) said ,"marriage is half faith". Also if one gets married then half of the evils are eliminated from the society like, homosexuality, mastrubation, *!*!*!*!ography, adultery etc. If you have the means to support a family then you have to get married.
