This has been discussed before, it is something for the Scholars to give ruling about.
Most Iraqi do not agree to suicide bombing. Infact, those who do kill police and who are doing suicide bombings are hated by the majority of Iraqis due to their extremism. Those people also kill innocent Men, women and children who are not Army or Police. They broadened their ideas to killing Doctors, Lawyers, Teachers, University professors, anyone they deemed was aiding the new Iraq. This is the idea of Takfiri people. They call Muslims kafr and legitimise killing people.
Killing innocent people through suicide bombing is haram. As is killing "legitimate" targets. The major scholars say it is not same as the Mujahid who goes into battle with his sword, because he has a weapon which will not kill him. Whereas suicide bomber actually kills himself from his own hands. SEcondly, there is issue of Iman here.
THose who say that through suicide bombing is needed because they are in desperate times and the enemy has more sophisticated weaponary, are actually admitting to be desperate and lack in trust in Allah to deliver them through hard times. Surely, Allah will help his believers if they fight solely for his sake and in a way that is halal. IF a person was to take a rifle and go to the disbelievers and fight them, it is better than strapping bombs on themselves dressing up as civillians or packing cars and doing it. Or, will a person say that Allah will not help them? Astaghfirullah.
Suicide bombing is a new phenomenon, and not allowed. The Muslims have been outnumbered, out gunned, even out paced in technology before, but they succeeded.
Another issue is that Islam is Protected by Allah the most High. No matter what the disbelievers do, Islam will survive. THere will always be a group of Muslims upon the Truth, upon Quran and Sunnah. So, we must keep our reliance in Allah and obey Him by following the original teachings with understanding of the early Muslims. Our success is always only through that.
