I personally think that people should stop blaming the rulers. It does not mean that they do not do wrong, but as humans they do as much wrong as their humanity can allow them, and they will be accountable for that and not us.
And being such, it does not mean that we accept their wrongdoings as good, nor as models, or that we follow it ourselves, but rather if we can advise them directly we should do so, or to reform ourselves. What good does it do for us to just rant and rave about the injustices of the world otherwise? Should we not try to do Islah ourselves and reform what we can?
I think it's just shouldering off responsibility when such people go and blame the rulers. Trust me, they are not going to be standing in your place on the Day of Judgement, nor you theirs! So therefore, for me I find it pointless that one goes and blames them, and at the same time thinks ones own self as sufficient.
I mean if you have the time to rant so much, why not convert it to something beneficial.
Instead of blaming the rulers for starvation, call people to Islaam, teach them about the benefits of Sadaqah, encourage your brothers and sisters to donate old clothing, food, supplies.

Use YOUR money, YOUR time, and YOUR efforts. Dont go for the rulers. User the power Allah has given you, dont place that on another.
And under Islamic law we have the right to enjoin good and forbid evil, but do we have the right to create unrest in the country? For rebellion of the rulers and disobedience and such?
Furthermore, as you have stated, it's the duty to not be of the Mujrimeen/ criminals, nor stay silent of them. But I that is the action they commit, I do not think that includes picking a specific person and complaining of them nor blaming them!
We need to fix actions, and to start with we have to fix ourselves, then our communities. As has been stated, without a good people, how in the world do you expect a good ruler when the ruler is from among the people?
Allah knows best, I dont want to speak of this anymore, and I think people should refer to the video and not of themselves as well.
