I noticed that people say ali (as) as to say peace be upon him and imaam hassan and hussain (as). They are not prophets but relatives of our prophet sallallahu alaihe wassallaam, just who can we say (as) to? can I say (as) to a friend who is deceased as to imply that may peace be upon him? and also radiallahu anhu (ra)

I think you have visited shia websites. It's the shias who say alayhis salâm to some companions and their scholars. They have basically taken their imams besides Allâh and/or taken 'Alî radhiyAllahu anhu as a prophet. May Allâh guide them!

Do not call anyone radhiyAllahu anhu and alayhis salam to close relatives, friends or whatever except that which the Qurân and Sunnah calls them with those things. Beware of shias, they believe almost every sahâbi was misguided except a handful of them.

Assalaamu alaykum,

The shias use it after the name of their imams. Some might even ask to a sunni ‘do you know the names of your imams ?..than later will speak all the names of their imams with alayhi salaam at back.
