Is this a true one recorded in Quran and Sunnah? If not, I wonder whether it will be permissible for us to make such quotations and use Rabbul 'Aalameen's name in it, to make us feel like He (subuhaanahu wata'aala) said that.

Please somebody clarify my doubt.
