Israel accused of Apartheid
Speaking at a Human Rights Council meeting, member of the Kuwaiti mission in Geneva Sadiq Marafi accused Israel of committing human rights violations against the Palestinian people, and being responsible for the deterioration of living conditions in the occupied territories.
Marafi was commenting on a report by Special Rapporteur on the Situation of Human Rights in the Occupied Palestinian Territories (OPT) John Dugard, wherein he presented a detailed description of Israel’s continuous human rights violations against the Palestinians.
In his report, the UN human rights expert said that Israel has turned Gaza Strip into a virtual prison under an apartheid-like occupation of the Palestinian territories, and called for an advisory opinion from the International Court of Justice on the Israeli occupation.
“Gaza remains an imprisoned society in which the prison guards have made frequent military incursions, killing hundreds of Palestinians and wounding thousands in the second half of 2006,” said John Dugard, the special rapporteur on human rights for the Palestinian territories, IINA reported.
He described Israel’s policies during its four-decade long occupation as akin to forms of apartheid, referring to the demolition of Palestinian homes in the occupied West Bank and East Jerusalem, as well as the preferential treatment for Jewish settlers, and permit restrictions applied only on Palestinians and not Israelis.
The Kuwaiti diplomat blamed the Israeli occupation for the current instability in the Middle East region and the failure to move ahead with the peace process.
He also appealed to the international community to pressure Israel to meet its international obligation, as it would help alleviate the sufferings of the Palestinians and provide them with the needed protection, ensuring respect for their basic and legitimate rights according to international laws.
This, he said would help establishing an independent Palestinian state with Jerusalem as its capital.
• Aid boycott to continue
Israel hailed the decision by the Middle East Quartet -- the European Union, Russia, the United Nations and the United States, to keep the aid boycott on the new Palestinian unity government that was prompted by Hamas’ victory in the Palestinian elections last year.
The Quartet insists that the new government must recognise Israel, respect previous deals with the Jewish State and end the armed struggle against the Israeli army, adding that the new Palestinian leadership would not be judged solely on its "composition and platform, but also its actions."
"We cannot be but happy that the international community does not accept the programme of the Palestinian government and continues to demand acceptance of the three conditions that it imposed," Israeli government spokeswoman Miri Eisin told AFP.
