Is it permissible for Muslims to vote for kaafirs who seem to be less evil?

Question:Some Moslems in a non Islamic country are asking if it is OK to participate in the elections there and vote for non Moslem groups or parties. They claim that it would serve the Moslem community there if a certain group won the elections?

Answer: Praise be to Allaah.

This is a matter concerning which rulings may differ according to different circumstances in different times and places. There is no absolute ruling that covers all situations, both real and hypothetical.

In some cases it is wrong to vote, such as when the matter will have no effect on the Muslims, or when the Muslims have no effect on the outcome of the vote. In this case voting or not voting is all the same. The same applies in cases where all the candidates are equally evil or where they all have the same attitude towards Muslims…

It may be the case that the interests of Islam require Muslims to vote so as to ward off the greater evil and to reduce harmful effects, such as where two candidates may be non-Muslims but one of them is less hostile towards Muslims than the other, and Muslims’ votes will have an impact on the outcome of the election. In such cases there is nothing wrong with Muslims casting their votes in favour of the less evil candidate.

In any case, this is the matter of ijtihaad based on the principle of weighing up the pros and cons, what is in the interests of Islam and what is detrimental. With regard to this matter, we have to refer to the people of knowledge who understand this principle. We should put the question to them, explaining in detail the circumstances and laws in the country where the Muslim community is living, the state of the candidates, the importance of the vote, the likely benefits, and so on.

No one should imagine that anyone who says that it is OK to vote is thereby expressing approval or support for kufr. It is done in the interests of the Muslims, not out of love for kufr and its people. The Muslims rejoiced when the Romans defeated the Persians, as did the Muslims in Abyssinia (Ethiopia) when the Negus defeated those who had challenged his authority. This is well known from history. Whoever wants to be on the safe side and abstain from voting is allowed to do so. This response applies only to elections for influential positions. And Allaah knows best.

Bumpy Ride!

Asslamo Allaikum,

The difference between Sarkozy & Royal is wafer-thin but I agree that he is more right-wing then her.

I think we the Muslims living in EU should get ready for a VERY bumpy ride with Sarkozy, Merkel, Likud (coming), Tories (coming)...it is going to get nasty for us...

Unfortunately we are supposed to vote as a SOLID UNITED bloc living under Non-Muslim minority but we are so divided that we can't acheive a thing!

assalamu aleikum brother ,you know i just heard it on a report on french tv about 90%of french citizens living in occupied Palestine have voted for sarkozy he also knew how to collect the votes of the extreem right wing voters of FN by talking about chosen emigration,national identity and other similar borrowed slogans..etc however africans and more importantly Algerians ,tunisians are not very happy with the outcome because his party UMP voted last year for the so called law of positive effects of colonisation:confused: i hope this is going to be a good platform for muslims in those countries to get stronger in faith and reject any western influence!inschallah

I have read on other forums the importance of participating in the elections. I have read how it is justified to vote.
Now, I live in the US. It amazes me that the pattern of immigrants is they become Republicans. They love the party of George W. Bush. It is the party of the affluent. Not stating the Democrats are much better.
Personally, I have not found a candidate that I can trust. How can anyone represent my interests when they are busy wheeling and deeling for more politcal power.
Mulsims make-up about 3% of the American population. We do not have anyone looking out for us. We have no clout.

1) Due to the behavior of Jews living in EU; their behavior and general attitude of media towards Muslims is cyclic in nature & amplifies with the nature of government in Israel.

My family (Brothers/Sisters) are staunch republicans and represent what you are saying...

The only way for us to be effective is to vote like 1 BLOC! unfortuantely because we are not united ; our votes have the opposite effecct on the state of the ummah.

Even though democracy is widely accepted as the natural and correct alternative to dictatorships, i dont believe democracy in the true sense of the word has ever manifested ever in any country. I think 'democracy' is an inherently flawed proposition and it is futile for musims to vote, (that is not to say we do nothing)

i just think the following should be taken into consideration:

The Definition of Democracy‎

§ Democracy is not an Arabic term (democrathia – broken Arabic) has no root verb‎

§ ‎No linguistic meaning

§ No Shariah term

§ Term never used in the time of the Sahabah (ra)‎

§ Term never used politically by the Arabs


Democracy is from the Greeks

§ Demos meaning people‎

§ Cracy meaning judgment, legislation‎

Literal meaning of democracy is ‘the peoples rule’‎

Hence the slogan: Rule of the people, by the people, for the people. Their source of legislation ‎‎(hakimiyah – right to make law) is man (insan). So Man decides what is good and what is bad. ‎

Democracy (definition in the dictionary)‎

‎1. Government by the people exercised either directly or through elected representatives. ‎

‎2. The common people, considered as the primary source of political power. ‎

‎3. Majority rule. ‎

Western Democratic Society upholds principles such as freedom, liberalism and secularism. ‎Hence they will accept god as creator but NOT the commander‎

Yet Allah (swt) says, ‎

Surely, His is the Creation and Commandment. Blessed be Allah, the Lord of the Alamin ‎‎[Surah Al A'raf 7:54 ]‎

Democratic Society will have the following:‎

§ Legislative authority = powers to make law and amend them, cabinet and mps

§ Executive authority = execute them, i.e. foreign office, home office, education etc

§ Judicial authority = judge cases and pass verdict according to the legislation

‎1. Legislation and passing law‎

‎2. To give government the vote of confidence or no confidence‎


Parliament today in any country legislates kufr man-made law, thereby competing in Allah ‎‎(swt) Rububiyah; Which is committing SHIRK AKBAR. Allah (swt) says:,

Verily, ‎Allah forgives not that partners should be set up with him in worship, but He forgives ‎except that (anything else) to whom He pleases, And whoever sets up partners with Allah ‎in worship, he has indeed invented a tremendous sin. [Surah An Nisa 4:48]‎

They (Jews and Christians) took their rabbis and their monks to be their lords besides ‎Allah, and (they also took as their Lord) the Messiah, son of Maryam, while they were ‎commanded to worship none but One God, none has the right to be worshipped but He. ‎Praise and hallowed be He above what they associate (with Him).'' [Surah At Taubah 9:31]‎

And whoever contradicts and opposes the Messenger (Muhammad SAW) after ‎the right path has been shown clearly to him, and follows other than the believers' way. ‎We shall keep him in the path he has chosen, and burn him in Hell - what an evil ‎destination. [Surah An Nisa 4:115]‎

Aiesha narrated the Messenger (saw) said:‎

Whoever does an act not from this matter of ours (Islam) will have it rejected. [Bukhari] ‎‎[Muslim]‎

If Parliament is haram, so is to become candidates for it, and so is to vote to bring in a ‎candidate.‎


In light of this, do you still believe it is permissable to vote in these elections to uphold this 'democracy' which is just a kafir innovation.

The scholars have differed over this. I think people need to pay attention to the fact that those who said it is permissible, said so with CONDITIONS.

Sheikh Ahmed bin Yahya An Najmee on Voting and Elections​

Today the Sheikh was asked the following question:

Questioner: Oh beloved Sheikh, what is the ruling on Muslims in America taking part in voting and elections, if they feel this will somehow benefit Islam and the Muslims?

Sheikh:
The system of elections is an innovation and it is not permissible for the Muslims to participate in them alongside the disbelievers.

Questioner: The reason for their participation, is that if they support and vote for an individual running for a particular position; even if this person is a disbeliever, this person will in turn give the Muslims land for building schools and masjids.

Sheikh: Oh my brother, is it permissible for the Muslims to enter into innovations and join and work with the disbelievers to obtain something that may take place, or may not! This is not correct in my opinion.
