I have two questions:

First one is: Allah says "We", mentioning himself. Now why did he use We when he could of use I?

Second question: If I heard someone insult the Prophet Muhammad, Allah, & Islam; how should I do?

Assalmu alaikum
Allah used the term 'we' in quran because it is a plural of respect in arabic language.
As im an urdu speaking person i can understand it because even in urdu sometimes 'we' is used as aplural of respect especially in poetry.

As far as ur next qiestion is concerned im giving my own view im not sure what islam says about it. If someone insults Allah, Muhammad sallalahu alaihi wasallam, or islam we must try our level best to clarify their opposing points with hikmah and give them dawah with hikmah and have patience. If even than the person keep on doing the same than we must leave the place and not hear them and pray to Allah swt for his/her hidaya.
Jazak Allah Khairan

this 'we' is used as a royal plural word, and examples of this is used by presidents, prime ministers, kings and queens, often when giving a statement they dont say the 'I' instead they used the plural 'we' because of their position and standard/respect as the brother above as mentioned, so a king may say 'we will do what it takes to complete the task ahead' even though the king is a single person.

another explanation (lesser) is that 'we' may refer to allah and his angels, just like a king has people under him, who carry out his orders, so do the angels for.

if someone insults the prophet, the dont insult them back, u have to remain patience, give them dawah, tell them who the prophet really is, quote hadiths, tell them about his personality and charactor.
