Witness protection is a thing set up to protect witnesses of crimes from being attacked from the people who committed this crimes. To be frank, if person A shoots person B, and person C sees it happen and tries to testify in court, person A will kill person C in order to have no witnesses to the crime.
For this reason, witness protection was made to protect person C (or whoever) from being attacked. They are given a new name, relocated, given a new job, basically everything that they would have had before, but usually in a different state in order to protect them being found or hurt.
That being said, it's a little quirky forum joke
