why no bismillah at the beginning of Surah al-Tawba?

This honorable Surah (chapter 9) was one of the last Surahs to be revealed to the Messenger of Allah . Al-Bukhari recorded that Al-Bara' said, "The last Ayah to be revealed was,

﴿يَسْتَفْتُونَكَ قُلِ اللَّهُ يُفْتِيكُمْ فِى الْكَلَـلَةِ﴾

(They ask you for a legal verdict. Say: "Allah directs (thus) about Al-Kalalah.'') ﴿4:176﴾, while the last Surah to be revealed was Bara'ah.'' The Basmalah was not mentioned in the beginning of this Surah because the Companions did not write it in the complete copy of the Qur'an (Mushaf) they collected, following the Commander of the faithful, `Uthman bin `Affan, may Allah be pleased with him. The first part of this honorable Surah was revealed to the Messenger of Allah when he returned from the battle of Tabuk, during the Hajj season, which the Prophet thought about attending. But he remembered that the idolators would still attend that Hajj, as was usual in past years, and that they perform Tawaf around the House while naked. He disliked to associate with them and sent Abu Bakr As-Siddiq, may Allah be pleased with him, to lead Hajj that year and show the people their rituals, commanding him to inform the idolators that they would not be allowed to participate in Hajj after that season. He commanded him to proclaim,

﴿بَرَآءَةٌ مِّنَ اللَّهِ وَرَسُولِهِ﴾

(Freedom from (all) obligations (is declared) from Allah and His Messenger ()...), to the people. When Abu Bakr had left, the Messenger sent `Ali bin Abu Talib to be the one to deliver this news to the idolators on behalf of the Messenger , for he was the Messenger's cousin. We will mention this story later.

Hope you are fine and doing well.

Dear, Surah Al Tauba is without Bismillah. I have search following for you and I hope it will be help full for you to get your answer.

Surah 'At-Tauba' Starts Without 'Bismillah'

Why does Surah 9 not start with the normal beginning, which translates as "In the name of God, the Merciful, the Beneficent".

Surah 9 entitled 'At-Tauba' or 'repentance', exposes the true qualities of the hypocrites and threatens them with a woeful doom. It can be likened to a stern warning made in the strongest terms. Hence, an opening, which stresses divine mercy and compassion, does not seem particularly fitting to the subject matter of the Surah.

Therefore, Allah has not started with the phrase you have mentioned which begins every other Surah in the Qur'an. To recite this phrase at its beginning is forbidden because it constitutes an addition to the Qur'an which is not part of it.

im still a little confused so i asked my husband to ask a sheikh.

the sheikh my husband asked he said:

it is a Surah of exposure to hypocrites and anger of Allah with them.
this surah came down as a sword on hypocrites and bismillah contains mercy and they get no mercy so no bismilah at the beginning of it. He also said this surah is made for war. when he said this surah is made for war, that i dont understand what he meant by it.

but it makes sense when he said bismillah contains Allahs mercy and the hypocrites dont get his mercy therefore no bismillah at the beginning. that makes sense to me. but could this be the answer or is there really no answer???

I think made for war isn't the exact term
but you should say this chapter was revealed to our prophet mohammed peace be upon him during a period of war against the infidels of MAkkah and during the period when muslims in madinah were struggling with hypocrites betrayals

نعم كل سورة من القرآن تأتي في بدايتها "بسم الله الرحمن الرحيم" إلا
سورة التوبة، وقد أجابوا عن هذا بجوابين:
الأول: أن سورة التوبة مكملة لسورة الأنفال فلذلك لم تأت في
بدايتها "بسم الله الرحمن الرحيم"، لأنها مكملة لسورة الأنفال.
والقول الثاني: أن سورة التوبة لم تأت قبلها البسملة لأنها سورة ذكر
فيها الجهاد وقتال الكفار وذُكر فيها وعيد المنافقين وبيان فضائحهم
ومخازيهم، و"بسم الله الرحمن الرحيم" يؤتى بها للرحمة وهذا الموطن
فيه ذكر الجهاد وذكر صفات المنافقين، وهذا ليس من مواطن الرحمة بل
هو من مواطن الوعيد والتخويف. فلذلك لم تذكر "بسم الله الرحمن
الرحيم" في بدايتها

what is the wisdom of revealing chapter "TAWBA"( Repentance) without Basmalah?

Praise be to God
Yes, every sura of the Koran comes at the beginning of "In the name of God the Merciful," but
"The scholars, has responded to this in two ways:
First: "The chapter TAWBA,is complementary to the Al-Anfal therefore did not come in
Beginning "In the name of God the Merciful," because it is complementary to the Al-Anfal.
The second opinion: "The chapter TAWBA, that did not come before it contains
Jihad and fighting the infidels and in which he stated the hypocrites and the statement of their scandals , and "In the name of God the Merciful," come out of mercy,

Every Surah of the Qur’an starts with Bismillah (In the Name of Allah) except Surah Al-Tawbah, why?

The reason why the Basmalah (saying, "Bismillah Al-Rahman, Al-Rahim [In the Name of Allah, the Most Gracious, the Most Merciful]") was not mentioned in the beginning of Surah Al-Tawbah is reported by Ahmad, Abu Dawud, Al-Nasa’y, and Al-Tirmidhy through many chains of narration on the authority of Ibn ‘Abbas (may Allah be pleased with him) who said: I asked ‘Uthman ibn ‘Affan: “What made you put Al-Anfal which is one of the Mathani (Surahs containing less than one hundred Ayahs), next to Bara’ah (Al-Tawbah), which is one of the Mi’in (Surahs containing one hundred Ayahs), without writing the line ‘Bismillah Al-Rahman Al-Rahim’ in between them and you put it with the rest of Al-Sab‘ Al-Tiwal (the long seven Surahs)? What made you do so?” ‘Uthman replied: “There was a time when the Surahs that have a large number of Ayahs were revealed to the Messenger of Allah (peace be upon him) who used to call his scribes upon their revelation and tell them, ‘Put these Ayahs in the Surah where such-and-such is mentioned.’ And when an Ayah was revealed to him, he (peace be upon him) would also say, ‘Put this Ayah in the Surah where such-and-such is mentioned.’ Al-Anfal was one of the first Surahs that were revealed in Madinah, whereas Bara’ah (Al-Tawbah) was among the last revealed of the Qur’an. Its content was similar to that of Al-Anfal, therefore I thought that it was part of it. Moreover, the Messenger of Allah (peace be upon him) died without clarifying for us whether it was indeed part of it; therefore, I put them next to one another, and I did not write the line ‘Bismillah Al-Rahman Al-Rahim’ between them, and I put it (Al-Tawbah) among Al-Sab‘ Al-Tiwal.”

It was also reported by Abu ‘Isa Al-Tirmidhy who classified it as Hasan (a Hadith whose chain of narration contains a narrator with weak exactitude, but is free from eccentricity or blemish.)
‘Abdullah Ibn ‘Abbas (may Allah be pleased with them both) said: I asked ‘Aly Ibn Abu Talib (may Allah be pleased with him), “Why is not the Basmalah written in the beginning of Surah Bara’ah?” He replied, “Because ‘Bismillah Al-Rahman Al-Rahim [In the Name of Allah, the Most Gracious, the Most Merciful]’ grants security, whereas Bara’ah was sent down with the command of fighting (the Mushrikin: those who associate others with Allah in His Divinity or worship), with no (longer) security (treaty).” Another narration is reported from Al-Mubarrid to the same effect. Al-Mubarrid remarks: “Basmalah was not written between the two Surahs because ‘Bismillah Al-Rahman Al-Rahim’ is mercy, whereas Surah Bara’ah was revealed denoting Allah’s Wrath (upon the hypocrites and disbelievers). The same view is attributed to Sufyan. Sufyan Ibn ‘Uyaynah states: “Bismillah Al-Rahman Al-Rahim [In the Name of Allah, the Most Gracious, the Most Merciful]’ is not written in the beginning of this Surah, because Tasmiyah (saying, ‘Bismillah [In the Name of Allah]’) is mercy and mercy is safety. This Surah was revealed regarding the hypocrites, with the command of fighting, and hypocrites should not be granted security.”

The correct view, however, is that Basmalah was not written because angel Jibril (Gabriel, peace be upon him) was not commissioned with revealing it in this Surah. This view is held by Al-Qushayry.
