Dear brother there are no stupid questions, there are only stupid answers. Please remember this,Inshallah.

And regarding your question dear brother. When you decide to fast and when you start fasting you say"I began my fast in the name of Allah, the most Mercyfull,The most Compassionate".

I hope Inhsallah other brothers and sisters will give you complete answer.

May Allah bless you

No need to say anything. Just be aware that you are going to fast. You cannot have action without intention.

wa 'alaykum salam wa rahmatullah

It's actually a good question, and rather then not knowing and remaining in ignorance it's better to ask!

As for the answer just like most of the other users said, what is correct and authentic is that - you dont say anything when you want to fast, but the firm intention to fast just has to be in your heart.

As Ibn Taimiyyah (rahimahullaah) said (Majmoo'at-ur-Rasaa-il il-Kubraa 1/243): "The place of the niyyah is the heart and not the tongue in all forms of 'ibaadah - and that is agreed upon by all the Muslim scholars - Purification, Prayer, Zakaat, Sawm, Hajj, 'Itq (freeing of slaves), Jihaad, etc. If he were to express with his tongue other than that which he intended in his heart - then what he intended is counted, not what he said. If he voiced the intention with his tongue and the intention was not in his heart, that will not count - by total agreement of all the scholars of Islaam - so the niyyah is the firm intention and resolve itself."

Salaam Aleykom brother Ali, it is all about intention. Have the intention that you are going to fast on such and such time and this is the actual requirement. It is the intention that is important.

asalam u alaikum wa rahmatullahi wa barakatuh,
respected brother your question was not at all stupid...... wel about making niyyah, you must have intention in your heart and saying it by mouth is bida'ah(innovation)....this dua WA BISUMI GADINAWAITU MIN SHAHR RE RAMADAN is found in no authentic book of hadith.

Salam brother,

Listen. There is nothing to say. Only have the intention to fast the night before, this is all. Please don't start verbally saying things that you want to do, e.g. "I want to pray" "I want to fast" "I want to eat". These are all a form of innovation and only increase waswasah. Allah knows our intentions best.

Wallahuaklam

just wanted to add some things here,as already your question is answered I'm just going to add some things.
It is always good to make dua before you do any kind of worship,ie: fasting.you cn make a dua for forgivness, and also it is narrated that prophet saw did make dua for forgivness a the time of breaking he fast.
hopw that helps,...again you do not need to make the intension aloud, but you ccan make dua for forgivness in all kind of worshipping.

Wa'alaikum asalaam,

You don't say anything as to utter your intention outloud is bid'ah.
When you want to observe fast you make the intention (in your heart) to do so before fajr time, this is all.

Wa-salaam.
